Sergey Mihajlovich Mironov was born on February, 14th, 1953 in Pushkin (Pushkin area of St.-Petersburg).
Has the higher technical, economic, legal, philosophical formations, and also higher education in sphere of the state and municipal management: in 1980 has ended the Leningrad college of mines of a name of G.V.Plehanova; in 1992 – the St.-Petersburg technical university; in 1997 – with distinction the Russian academy of public service at the President of the Russian Federation; in 1998 – with distinction faculty of law, in 2004 – philosophical faculty of the St.-Petersburg state university. The competitor of a scientific degree of the candidate of jurisprudence.
In 1971 – 1973 passed involuntary service in airborne troops (ВДВ) the Soviet Army. Guards the senior sergeant of stock ВДВ.
In 1978 – 1986 worked as the senior engineer-geophysicist НПО of "Rudgeofizika", then – the geophysicist of Zelenogorsky expedition of the Ministry of geology of the USSR. In 1986 – 1991 in a direction of the Ministry of geology of the USSR worked as the senior geophysicist of aeroparty in the Mongolian National Republic.
In 1993 has acquired the certificate of the Ministry of Finance of Russia for the work right to a securities market. In 1994 – 1995 – the chief executive of Open Company "Building corporation" the Renaissance of St.-Petersburg ".
In 1994 it is selected by the deputy of Legislative Assembly of St.-Petersburg of the first convocation, since April, 1995 – the first deputy of the chairman of Legislative Assembly of St.-Petersburg. From April till December, 1998 fulfilled duties of the chairman of Legislative Assembly of St.-Petersburg of the first convocation.
In 1998 again has taken part in elections in Legislative Assembly of St.-Petersburg. Academician D.S.Lihachev was the authorized representative of candidate S.M.Mironov. In December, 1998 it is selected by the deputy of Legislative Assembly of St.-Petersburg of the second convocation on 12 election district, having received 70 % of votes (the best result in a city). Became the coordinator of fraction "Legality". In June, 2000 it is selected by the vice-president of Legislative Assembly of St.-Petersburg of the second convocation. Since September, 2000 – the chairman of political council of the St.-Petersburg regional political social movement "Will of Petersburg".
On June, 13th, 2001 it is selected by the councilor of Federation of Federal Meeting of the Russian Federation – the representative in the Federation Council of Federal Meeting of the Russian Federation from Legislative Assembly of St.-Petersburg. Since June of the same year – the committee-man of the Federation Council under the constitutional legislation and judicial-legal questions, the committee-man of the Federation Council under regulations and parliamentary procedures, since October, 2001 – the vice-president of Committee of the Federation Council under the constitutional legislation and judicial-legal questions.
On December, 5th, 2001 it is selected by the Chairman of the council of Federation of Federal Meeting of the Russian Federation.
On February, 1st, 2002 it is selected by the Chairman of the council of Inter-parliamentary Assembly of the states-participants CIS.
On January, 15th, 2003 deputies of Legislative Assembly of St.-Petersburg it is repeatedly selected by the representative in the Federation Council of Federal Meeting of the Russian Federation.
On January, 29th, 2003 it is selected by the Chairman of the council of Federation of Federal Meeting of the Russian Federation for the second term.
Since April, 2003 is the Chairman of the Russian party of LIFE.
On October, 8th, 2006 unifying congress of new political party "Fair Russia has taken place: the Native land/pensioners/life", the LIFE created on the basis of the Russian party, party "Native land" and the Russian party of Pensioners. The chairman of the party had been selected Sergey Mironov.
In connection with creation of new party V (extraordinary) congress of the Russian party of LIFE has made the decision on self-dissolution of party and on registration of the All-Russian social movement "the LIFE Charter". The chairman of movement had been selected Sergey Mironov.
On March, 21st, 2007 deputies of Legislative Assembly of St.-Petersburg of the fourth convocation Sergey Mironov has been selected by the representative Legislatively city Meetings in the Federation Council of Federal Meeting of the Russian Federation.
On March, 30th, 2007 Sergey Mironov in the third time has been selected by the Chairman of the council of Federation of Federal Meeting of the Russian Federation.
Three times (in 2000, 2003 and 2005) it is awarded by nominal fire-arms.
In 2003 it is awarded by a medal "In memory of the 300 anniversary of St.-Petersburg", in 2005 - a medal "In memory of the 1000 anniversary of Kazan". In 2008 the President of the Russian Federation Vladimir Putin has awarded the order to Sergey Mironov "For merits before Fatherland" III degrees.
It is married, has the son and the daughter.
